CSCS Labourer card: two-year change and late-renewal appeals

If your first CSCS Labourer card was issued on or after 1 February 2025, it runs for two years, not five. The renewal deadline matters too: if a previous Labourer card has expired by more than one year, CSCS requires an appeal with evidence that you work as a labourer.

What changed

From 1 February 2025, the first Labourer card issued to an individual is valid for two years rather than five. After that initial period, a worker still in a labouring role can renew for a full five-year term, provided they submit evidence they are actually employed as a labourer.

CSCS made the change to support the direction of travel emerging from the Building Safety Act and address an oversupply of Labourer cards. The CITB Health, Safety and Environment test used for the initial two-year card application can be accepted for up to three years when renewing that initial card. This is not a blanket extension for every card or test. It lets the same eligible test pass support the initial application and renewal without an unnecessary repeat test.

Who this affects

The part that catches people out: more than a year late

Apply to renew within one year of your card expiring. Within that window, a five-year renewal is available if you meet the requirements. Let it lapse by more than a year and you cannot simply take the normal renewal route: you must submit an appeal to CSCS, with evidence of employment in a labouring role.

That is a different process, and approval should not be assumed. Plan around the card’s expiry, not the last possible day of the renewal window. CSCS sets out the appeal rule in its Labourer card FAQs.

What counts as evidence

CSCS’s Labourer Declaration form can be completed by your employer, or by the main contractor if you are self-employed. Alternatively, a letter from the employer or main contractor on company-headed paper confirming you currently work as a labourer can be accepted. For short-term or ad hoc work, line up the right contact before the last moment. A date in the diary helps only if there is time to gather the evidence as well.

Why this matters when you manage a crew

A worker with one card has one date to remember. Someone running a crew has one per person, and the two-year cohort is now mixed in with people still on five-year cards, plus first aid, plant tickets and whatever else the team holds.

The practical problem is not that these dates are hard to understand. It is that a card sitting in a wallet gives no warning. Reviewing the register before the next job is easier than finding the expired date when the principal contractor asks for it.

What to do about it

1. Check which cards are first Labourer cards issued on or after 1 February 2025. Do not assume every card issued after that date is a two-year card; five-year renewals still exist. Record the actual expiry shown.
2. Diarise renewals well ahead of expiry. Check the qualification, evidence and HS&E test requirements early enough to arrange anything missing.
3. Do not let a card lapse by more than a year. Past that point, contact CSCS about the appeal process instead of assuming a routine renewal.
